Info:
I created the dress using Kona cotton and ribbon. I drew my own pattern for the dress based on the reference picture. The tail piece was made using batting material cover by a layer of kona cotton with the ribbon and trim sewn in place,(thanks to Kagz for the idea) I then cut out the fins using thick felt and ran them thru the bow. The leg warmers were made out of strechy blue knit with ballet flats on the inside. Ribbon on the leg warmers was hand sewn on and sole grips were attached to the bottom. The wig was bought from cosworx and the bangs were cut.
